DRIVER LICENSE RESTORATION

The Department of State, along with the Department of Attorney General, DTE Energy and other partners, 
is holding free clinics to assist individuals who are eligible in understanding how to have their license 
restored. Residents meet one-on-one with a member of the MDOS staff and/or a volunteer attorney to 
review your driving record and determine the steps necessary to regain your driver’s license. 
Pre-scheduling appointments is HIGHLY RECOMMENDED. 

City of Detroit's Parking Fine Reduction Program
The program covers "Expired Meter" and "No Parking" violations. And to be eligible for the half-off program, a vehicle's registered owner must adhere to the following listed requirements:
1. Vehicle license plate(s) must be registered in the City of Detroit.
2. Registered owners must not have more than one (1) unpaid ticket on their parking record, including the 
    currently issued ticket. (This includes all outstanding City of Detroit parking tickets owed on multiple 
    vehicles registered to the same owner).
3. Parking ticket(s) must be paid within five (5) calendar days of issuance.

NOTE:
DHHS may assist with the License and Registration Fees Through the ESS program:
Include, but are not limited to, transportation, special clothing, tools, physical exams, vehicle purchases, 
vehicle insurance and vehicle repair. ESS may be authorized by MDHHS or PATH program. When needed 
to obtain, maintain, or enhance a person’s employment when it has been verified that funds are not avail-
able from other sources.

STATE IDS:

Take your Birth Certificate plus 3 identifying documents and prepare to pay a $10 fee for the ID. 


SOCIAL SECURITY CARD: 

You will need your Birth Certificate and State ID or Driver's License FIRST!  Then simply go to 
your nearest Social Security Office. 


FINANCIAL HELP FOR OBTAINING IDENTIFICATION

In accordance with Michigan law [MCL 28.292(14)], the Michigan Department of State (MDOS) waives 
the fees for a State of Michigan Personal Identification Card (PID) for applicants who present good 
cause. The statute includes four instances of good cause: individuals 65 or over; those who are legally 
blind; those who wish to add or remove a heart insignia; and drivers whose licenses have been suspen-
ded or those with a physical or mental disability. The statute also allows the fee to be waived for "a per-
son who presents other good cause for a fee waiver."

MDOS has identified four instances, in addition to the four statutorily mandated instances, of good cause 
in which it will waive the $10 PID fee in accordance with MCL 28.292(14)(d): MDOS will waive the $10 PID 
fee for individuals who provide documentary evidence specified by MDOS demonstrating that the appli-
cant is currently receiving benefits from one of the following programs:

Wayne County has an Ordinance (Sec. 129-311) that allows for a waiver of fees under $20 or less
 and allows for Social Service agencies to assist clients to obtain their birth certificates at 50% of 
the required fee of $22 upon evidence of economic hardship.

Crossroads is a social service outreach agency with two locations in Detroit. Must call at 8 a.m. 
SHARP for appointment for the next day. Crossroads will help with paying for Birth Certificate, 
and document will be sent by mail to State. The State will return the document to Crossroads 
where you can pick up in 6 to 8 weeks. Also helps with children's Birth Certificate.

The Detroit ID Card program can help break barriers for the unhoused and segments of the immigrant population.
The Detroit ID card program is connected to three credit unions, so people can open accounts. Spanish and other translation services are also available.
How to get a Detroit I.D.:
The Detroit I.D. is for ALL Detroiters, including returning citizens, homeless individuals, and immigrants 
regardless of immigration status. 
Use it to:
1. Access city services: interact with the Detroit Police Department and Detroit Public Schools
2. Open utility accounts with DTE and Detroit Water and Sewerage Dept.
3. Open a checking or savings account with One Detroit Credit Union
4. Receive discounts at dozens of local businesses and cultural activities across Detroit

Damascus Road Ministries (DRM) offers guidance to the homeless and those recently released from
 jail or prison. DRM assists clients in getting food, clothing, furniture, work and necessities such as a driver's license or identification card. DRM also offers a daytime warming room during the winter and 
acts as an employment agency, screening and finding temporary jobs for many of its clients.

Oakland County's Board of Commissioners has passed a Resolution that will allow for a reduced 
or waived fee for birth certificates for those born in Oakland County only, as long as the individual 
requesting the reduced or waived fee presents a letter from a Social Service agency indicating that
the person has an economic need.

Application Assistance:
Set up an appointment to have an ID Support Clinic volunteer assist you through the process of apply-
ing for a County ID. Bring all documents that you may have to qualify for the 300 point eligibility criteria; 
we will walk through step by step to ensure that you meet the criteria prior to getting in line to apply for 
an ID. If you do not meet the criteria at an initial consultation, we will provide all resources available to 
help you obtain additional identity credentials or residency documents. 
Financial Assistance:
The Washtenaw ID Scholarship Fund exists to serve any community member who is need of financial 
assistance to receive the Washtenaw ID. In order to qualify for the full financial assistance of $25, indivi-
duals must meet the following criteria.

This clinic offers many services! Also help with applying for state applications and help obtaining birth 
certificates and legal ID by covering the application costs and helping to fill out the paperwork with the 
client if they have the proof documents needed to submit the application. Also provides limited assist-
ance with bus tokens, AATA Bus Fare applications and occasionally gas vouchers & Ypsilanti thrift shop 
vouchers every six months. Hope has a clinical social worker who provides free counseling & referrals.
