If you have a qualifying household income, our Helping Neighbors program can help your family save energy and
money while improving the comfort of your home. Through the program, an expert energy analyst will assess your
home’s energy efficiency for free. They’ll then offer to perform free energy upgrades. These may include insulating
pipes — installing free LED bulbs, showerheads and kitchen and bathroom faucet aerators (eligibility determined at
the time of your Helping Neighbors appointment). You’ll also receive tips on how you can save more energy on your
own.

Low-income residents can get help to pay utility bills throughout the year with this program. Provides immediate
help to individuals and families facing conditions of extreme hardship or to emergencies that threaten health and
safety. Program covers needs such as payment for heating fuel, electricity, home repairs, relocation assistance,
rent assistance or burial.
Eligibility is based on demonstration of immediate need. Visit your local Department of Human Services Agency for
assistance and bring your bills and financial information. Check in at the desk before 11 a.m. and you are guaranteed
to be seen that day! Do NOT go on Wednesdays!

The program provides up to $175 per year in help to low-income households towards water bills. The State also offers

Medical Emergencies
If an account is subject to shut off for non-payment, a shut-off may be postponed for up to 21 days due to a medical
emergency. Written proof from a doctor or notice from a public health or social services agency that service shut-off

Deliverable Fuel Assistance:
Low-income customers with a deliverable fuel emergency can apply for assistance through the Michigan Community
Action Agency Association by calling 517-321-7500.
Earned Income Credit:
This credit is available based on the income level and number of qualifying child dependents. To apply for the credit,
you must file a federal income tax return with Schedule EIC. You can receive an advance cash payment through your employer or apply for the credit at tax time. Contact the IRS to apply.
Home Heating Credit:
Low-income customers, seniors 65+, and residents with disabilities are eligible to obtain heating bill funding through
the Michigan Dept. of Treasury.

Eligibility for the Home Heating Credit is based on annual household income, the number of household members, and
other factors. State income tax returns do not have to be filed to receive the credit, so many who are eligible for it are

Shut-off Protection-Active Duty in the Military
If you or your spouse is called to full-time active military service during a time of declared national or state emergency
or war, you may apply for shut-off protection for up to 90 days. You may request extensions of this protection by reapplying. You must provide verification of active-duty status. At the end of active duty, you must notify DTE of your status. You will still be required to pay for the energy service used during your participation in this program. DTE will
enroll you in a payment plan for all past due amounts to be paid within one year. Contact DTE Energy for more infor-mation.

Low-income customers may qualify for a $6 per month credit on their account ($12 per month if served by both 877-477-

7 Mile Road, OR 9600 E. 8 Mile, all in Detroit. If you do not live in Wayne County, you will need to call the number above

Winter Protection Plan
If you are a low-income or senior citizen customer of a natural gas or electric utility company, rural electric cooperative,
regulated by the Michigan Public Service Commission or an alternative energy supplier and would like to participate in
the Winter Protection Plan, a payment deferral program that provides winter shut-off protection from November 1st to
March 31st, contact your local energy supplier or the Michigan Public Service Commission at 1-800-292-9555 for details
DTE Energy provides a program that offers free pick-ups of old, working refrigerators and freezers, which are recycled
at no cost. Customers receive a $50 rebate for each appliance. DTE Energy can also recycle outdated appliances and
pay you $50 for each old refrigerator or freezer, and $20 for an old working room air conditioner or dehumidifier picked
up at the same time. If you schedule a DTE refrigerator to pick up, DTE will also pick up smaller appliances, like a smaller fridge or freezer, room air conditioner, or dehumidifier, and you'll get an additional $20 rebate.

Offering Financial Support To Those Living With HIV:
The Housing and EFA programs provide emergency financial assistance to households experiencing utility shut-off
(past due bills), eviction, need for assistance with first month’s rent for a new move. This type of assistance is desig-
ned to help clients living with HIV stay engaged or to reengage in medical care. When an applicant does not meet the criteria of our programs, we work with our network to connect the client to additional resources.

Total Health Care Foundation Bridging the Gap Utility Assistance Fund
Total Health Care Foundation Bridging the Gap Utility Assistance Fund helps City of Detroit families whose income
nomic, medical or other hardships that have resulted in the loss of household income and/or ability to pay their utility
bills can also apply. This fund aims to reduce health inequities and household stress related to housing and utility
costs in Michigan, ensuring families are safe and healthy in their homes.
You are eligible for support from this program if:
- The applicant must be a City of Detroit Resident.
- The applicant’s household income must be between 151 and 400% of the Federal Poverty Level guidelines.
- The utility account must be in the applicant’s name, or the applicant must live at the service address.
- The utility account must be residential. Business or commercial accounts are not eligible.
- Unauthorized usage charges will not be covered.
- Each household is eligible for up to $1,500 in arrears and/or current bill assistance.
The Salvation Army (TSA) Energy Assistance Services (EAS) is a program committed to helping individuals and families who qualify through the State Emergency Relief (SER) under the Department Of Health and Human Serv-
ices (DHHS). The TSA EAS program pays a client copay or utility usage responsibility portion of their bill to help
keep their services on, whether it is heat, electricity or both. The aid TSA provide is developed to help people make
it through a crisis or unexpected emergency, such as a medical emergency or job loss. One of the major assistance programs offered through our Energy Assistance Services is the Affordable Payment Plan (APP) for qualified energy customers. This particular energy assistance service provide an affordable monthly energy bill payment method and
offers forgiveness on their past-due utility balance. APP is geared toward low and or fixed monthly income households.

PNC Foundation Pontiac Water Assistance Program
Pontiac residents who meet eligibility requirements can receive water assistance through the PNC Foundation
Water Assistance Program. This program is made possible by a generous grant from the PNC Foundation. Pontiac residents with income at or below 150% of the federal poverty level who meet and meet additional criteria may apply
for water bill assistance through the PNC Foundation Pontiac Water Assistance Program.
You are eligible for support through this program if:
1. Household income is at or below 150% FPL
2. Your account is residential (not commercial).
3. Your account must have a past due balance, be scheduled for shut-off, or in need of restoration.
4. The account must be in the applicant’s name. If the account is not in the applicant’s name, the applicant must
provide a written explanation as to why the responsible party listed on the utility bill is not the one applying for
assistance, a document verifying that the applicant resides at the service address, and all other documents are required to process the application.
